現在、当市は北京への帰還者の流れのピークを迎えている。
感染症の予防制御活動はまさに重要な時にあたり、人々の生命の安全と身体の健康を保証するため、関連法律放棄と当市の関連規定に基づき、コミュニティ（村）における感染症予防制御活動をさらに一歩強化するために以下通告をするものとする：
一、 居住地区（村）の厳格な封鎖管理を推し進め、出入り口には検査スポットを設置して居住者と車両の出入りには、証明書を必要とし、入場する人々にはマスク着用と体温測定を必須条件とする。 街道（郷鎮）は、地所財産やセキュリティのない開放式コミュニティの閉鎖措置を実施する責任を有する。コミュニティ（村）で流行が広がった場合、状況により住宅ユニットのドアやコミュニティ（村）等で封鎖式の隔離を実行すること。
二、 登録されているコミュニティ（村）の住人や車両登録の検査を厳格に実施する。原則として、部外者や車両は、コミュニティ（村）内への立ち入りができないが、特殊な状況下で立ち入る必要が生じた場合には、管理者により記録登録されねばならない。 宅配便や出前などのスタッフは、コミュニティ（村）の指定区域までは立つし、顧客が自らそれらの荷物を受け取れるようにして指定区域ではヒトが集まることのないようにすること。
三、 北京到着者の厳密な登録。 北京に到着時、速やかに居住場所のあるコミュニティ（村）に報告をするとともに、個人情報の登録作業に協力せねばならない。 隠し立てや報告の遅れ、虚偽の報告をした場合或いは感染症の予防制御活動スタッフの職務妨害を行ったものは法に基づきその責任を追及される。
四、 重点グループの管理サービスの厳格化。 北京に到着する14日前以内に流行地を離れたもの、或いは、流行地域の人と接触のあった人は、規定に基づき医学観察或いは在宅で観察をし、健康状態については自発的に報告をし、関連の管理サービスに居浮力するものとし、一律に外出をしてはならないものとする； 発熱症状が現れた場合、基地に基づき速やかに病院で検査をうけること。 各街道（郷鎮）及びコミュニティ（村）は管理を厳格にするとともに、基本的生活保障をするものとする。 医学観察や在宅観察などの予防管理措置を拒絶したものは、治安管理行為への違反とされ、公安機関により法

当前本市即将迎来返京人员流动高峰，疫情防控工作正处于关键时期，为切实保障人民群众生命安全和身体健康，依据相关法律法规和本市有关规定，现就进一步加强社区（村）疫情防控工作通告如下：
一、严格居住小区（村）封闭式管理。进一步严格小区（村）封闭管理，在出入口设置检查点，居住人员和车辆凭证出入，进入人员必须佩戴口罩并进行体温检测。无物业、无安保、开放式小区由属地街道（乡镇）负责落实封闭措施。社区（村）传播疫情时，视情况对住宅单元楼门、小区（村）等实行封闭式隔离。
二、严格核实登记小区（村）来往人员、车辆。外来人员和车辆原则上不得进入小区（村），情况特殊确需进入的，由管理人员做好登记备案。快递、外卖等人员送至小区（村）指定区域，由客户自行领取，设置指定区域应避免人群集聚。
三、严格抵京人员登记。人员抵京当天应及时向居住地所在社区（村）报告健康情况，并配合完成个人信息登记工作。隐瞒、缓报、谎报有关信息或阻碍疫情防控工作人员履行职务的，依法依规追究责任。
