『外国医師来華短期行医暫行管理弁法』は、既に1992年9月8日、第十三回部長弁公会議を通過したのでここに発布する。1993年1月1日より施行されるものとする。

『外国医師来華短期行医暫行管理弁法』
第一条 訪中外国人医師による短期的医療行為管理のため、医師患者双方の合法な権益保証のため、中外医学技術の交流と発展を促進するために本弁法を制定する。
第二条 本弁法でいうところの『外国医師来華短期行医』とは、海外で合法に医師資格を獲得した外国籍医師が、招聘により、それに応じる或いは、申請により、一年内の臨床診断や治療業務活動に従事するために訪中した医師を指す。
第三条 短期医療行為のために訪中する外国医師来華短期行医は、必ず登録をして『外国医師短期行医許可証』を取得せねばならない。 『外国医師短期行医許可証』は、衛生部により統一的に印刷される。
第四条 外国医師来華短期行医は、招聘単位或いは招聘雇用単位としての中国医療機構を有さねばならない。招聘または招聘雇用単位は、1以上の人であっても可とする。
第五条 外国人医師が短期行医を申請する場合、本弁法の規定に基づき雇用単位との協議書に署名せねばならず、多くの単位がある場合には、夫々の単位との協議書への署名を要する。招聘に応じ、中国での短期行医のために訪中した外国人医師は、状況によって双方が協議書に署名

The Interim Measures for the Administration of Short-Term Medical Treatment of Foreign Physicians in China was approved by the 13th Ministerial Office Meeting on September 8, 1992. It is hereby promulgated and will come into force on January 1, 1993.
Interim Measures for the Administration of Short-Term Medical Treatment of Foreign Physicians in China
Article 1 These Measures are formulated in order to strengthen the management of short-term medical practitioners from foreign physicians in China, safeguard the legitimate rights and interests of both doctors and patients, and promote the exchange and development of Chinese and foreign medical technology.
Article 2 The term “foreign doctors coming to China for short-term medical practice” as mentioned in these Measures refers to foreign doctors who have obtained legal medical rights in foreign countries, who are invited, applied for or apply to come to China for clinical diagnosis and treatment business activities of no more than one year.
Article 3 Foreign doctors who come to China for short-term medical practice must register and obtain the “Foreign Physician Short-Term Medical License”. The “Foreign Physician Short-Term Medical License” will be uniformly printed by the Ministry of Health.
Article 4 Foreign doctors who come to China for short-term medical practice must have medical institutions in China as invitations or employers. The invitation or hiring unit can be one or more people.
Article 5 Foreign doctors applying for short-term medical practice in China must sign an agreement with the employer in accordance with the provisions of these Measures. If there are multiple employers, they must sign an agreement separately. Foreign doctors who are invited to apply for short-term medical practice in China, and the parties may decide whether to sign an agreement according to the situation. If

《外国医师来华短期行医暂行管理办法》，已于一九九二年九月八日经第十三次部长办公会议通过，现予发布，自一九九三年一月一日起施行。

外国医师来华短期行医暂行管理办法
第一条 为了加强外国医师来华短期行医的管理，保障医患双方的合法权益，促进中外医学技术的交流和发展，制定本办法。
第二条 本办法所称“外国医师来华短期行医”，是指在外国取得合法行医权的外籍医师，应邀、应聘或申请来华从事不超过一年期限的临床诊断、治疗业务活动。
第三条 外国医师来华短期行医必须经过注册，取得《外国医师短期行医许可证》。《外国医师短期行医许可证》由卫生部统一印制。
第四条 外国医师来华短期行医，必须有在华医疗机构作为邀请或聘用单位。邀请或聘用单位可以是一个或多人。
第五条 外国医师申请来华短期行医，必须依本办法的规定与聘用单位签订协议，有多个聘用单位的，要分别签订协议。外国医师应邀、应聘来华短期行医，可以根据情况由双方决定是否签订协议。未
