各地で規範に従い展開している、ヒト感染H7N9鳥インフルエンザ患者の発見、報告、疫学調査、実験室検査、濃厚接触者の管理等の予防管理工作を指導するため、国民の身体健康と生命の安全を保護するため、特に本方案を定めるものである。
一、 適用範囲
この方案は、現段階の医療衛生機構が展開しているヒト感染H7N9鳥インフルエンザの流行予防管理活動に適用するものとし、この疾病に対する認識が深まり流行の状況が変化した場合にはこれを更新するものとする。
二、症例の発見と報告
（一）症例の定義
１．ヒト感染H7N9鳥インフルエンザ疑い例と症例確診の定義は『ヒト感染H7N9鳥インフルエンザ診療方案（2013年第2版）』（衛発明電[2013]17号）を参照。
２．集中的症例とは7日以内に小さな範囲（例：一つの家庭、一つの社区等）で2名或いはそれ以上が、ヒトヒト感染或いは共同暴露共同感染の可能性のあるヒト感染H7N9鳥インフルエンザ確診患者或いは疑い患者が見つかること（集中的症例中に少なくとも1名の確診患者がいること）を指す。
（二）発見と報告。
各級各類の医療機構はインフルエンザ様症例の診断において、鳥類或いは活禽市場との暴露歴があるか

This program is specially formulated to guide the locally developed case finding, reporting, epidemiological survey, loboratory testing, management of close contacts, and other prevention and control work to protect people’s health and safety of life.
1. The Scope of Application
This program is applicable to the current stage of medical and health institutions in carrying out prevention and control work for human infection H7N9 avian influenza outbreak, and will be based on the understanding of the disease in depth and timely changes in the situation changes.
2. Finding out the case(s) and Reporting
(A) Definition of Case(s)
1. As for the definition of suspected cases of H7N9 avian influenza and confirmed case(s), refere to “Human infection H7N9 avian influenza diagnosis and treatment program (2013 version 2)” (HFPC’s release [2013] 17).
2. Aggregation cases means the diagnosed cases or suspected cases of H7N9 avian influenza within 7 days in a small range, (such as a family, a community, etc.), suggesting that there may be interpersonal transmission or infection due to co-exposure (There should be at least 1 confirmed case or more in the aggregation case).

为指导各地规范开展人感染H7N9禽流感病例的发现、报告、流行病学调查、实验室检测、密切接触者管理等防控工作，保障人民群众身体健康和生命安全，特制定本方案。
一、适用范围
此方案适用于现阶段医疗卫生机构开展人感染H7N9禽流感疫情防控工作，并将根据对该疾病认识的深入和疫情形势变化适时更新。
二、病例的发现、报告
（一）病例定义。
1.人感染H7N9禽流感疑似病例与确诊病例定义参照《人感染H7N9禽流感诊疗方案（2013年第2版）》（卫发明电〔2013〕17号）。
2.聚集性病例是指7天内在小范围（如一个家庭、一个社区等）发现2例及以上，提示可能存在人际传播或因共同暴露而感染的人感染H7N9禽流感确诊病例或疑似病例（聚集性病例中至少有1例确诊病例）。
（二）发现与报告。各级各类医疗机构对就诊的流感样病例，要询问其禽类或活禽市场的暴露史，重点关注从事活
