加快健全社会保障体系、养老服务体系、健康支撑体系是国家一直以来高度重视的大事。通知指出，人口老龄化是我国今后相当长一个时期的基本国情，健康服务需求是老年人最急迫、最突出的需求。推进老年健康预防关口前移，持续扩大优质老年健康服务的覆盖面，向内在能力不同的老年人提供精准健康服务，促进“以疾病为中心”向“以健康为中心”转变，是促进健康老龄化的必然要求。
