05月07日、農業農村部は豚の屠殺に関する『二制度』の100日行動実施会議を北京市で開催。 会議では、全ての地に於いては国務院指導者の指示に従い、アフリカ豚コレラの自己点検制度の実施と当局獣医師の派遣制度100日行動の完全実施という二制度を完全実施することが強調された。 農業農村部の于康震副部長が会議で発表した。
会議では、各級の牧畜獣医部門は防疫性と安定性の両方を堅持せねばならないと要求。 一方で、アフリカ豚コレラの予防管理の困難さを充分に認識し、一部の隙も無いように予防管理措置を強化し、キーとなるポイントの緊密な追跡、調査、迅速な報告・処置、完全な対応で厳格に豚を保護し、転換を促進することで、断固としてアフリカ豚コレラの予防管理作戦を実行せねばならない。 他方で、豚肉の市場供給という重要性を充分に認識したり、情報監視・早期警戒を全力で強化したり、政策サポート面における総合施策を強化することで、豚の生産を減少させず、養豚業の安定的発展を促進せねばならない。

本网讯 5月7日，农业农村部在北京召开落实生猪屠宰环节“两项制度”百日行动部署会。会议强调，各地要按照国务院领导同志批示要求，深入开展落实非洲猪瘟自检制度和官方兽医派驻制度百日行动，确保“两项制度”百分之百执行到位。农业农村部副部长于康震出席会议并讲话。
会议强调，生猪屠宰是连接生猪产销的关键环节，落实好屠宰环节“两项制度”，是切断非洲猪瘟病毒传播途径、降低病毒扩散风险的重要举措，各级畜牧兽医部门要坚决贯彻落实中央决策部署，严把规定时限，强化技术保障，加强监督管理，采取每周调度、挂图作战、督促提醒、按月总结、对账销账等多种方式，确保5月15日前官方兽医足额派驻到位，7月1日前所有生猪屠宰企业全部实现自检。
会议要求，各级畜牧兽医部门要坚持防疫病和稳生产两手抓。一方面，充分认识防控非洲猪瘟的艰巨性，毫不松懈地强化防控措施，紧扣关键环节，做到真排查、早报告、快处置、全阻断、严防堵、促转型，坚决打赢非洲猪瘟防控攻坚战。另一方面，充分认识保障猪肉市场供应的极端重要性，从切实保障调运秩序、大力加强信息监测预警、强化政策扶持等方面综合施策，坚决遏制生猪生产下滑势头，促进生猪生产稳定发展。
