11月19日、 農業農村部 新聞弁公室は、黒竜江省哈爾濱市道外区で アフリカ豚コレラ （宮本注： 以下『ASF』）が 検出されたと発表した。
11月19日 14時、 農業農村部は、中国動物衛生疫学センター （国家外来動物疾病研究センター）が、道外区にある養豚場2か所でのASF発生を確定診断したとの中国動物疾病予防管理センター報告を受け取った。 これまでのところ、 当該2か所の養豚場には計900頭のブタが飼育されていたが、269頭が発症、269頭が病死している。

On November 17, 2018, the Information Office of the Ministry of Agriculture and Rural Affairs announced that African Swine Fever epidemics were detected at Daowai District of Harbin City in Heilongjiang Province.
At 14:00 on November 19, the Ministry of Agriculture and Rural Affairs received a report from the China Animal Disease Prevention and Control Center mentioning that the China Center for Animal Health and Epidemiology (National Center for Animal Diseases Research) detected two (2) African Swine Fever epidemics occurred at 2 pig farms in Daowai District. Up until now, there were 900 live pigs at these two farms of which 269 pigs got sick and 269 died.
Immediately after the outbreak, the Ministry of Agriculture and Rural Affairs sent a supervising team to the site. The local government has started the emergency response mechanism according to the requirements, and adopted measures such as blockade, culling, harmless treatment, disinfection, etc., further, treated all the sick and culled pigs harmlessly.
