一、 武漢市が新型コロナウィルス肺炎の患者数や死者数を訂正する必要があるというのは何故？
答：新型コロナウィルス肺炎の流行は、新中国成立来、我が国で発生した伝播速度が最大、感染範囲も最大、予防管理難度も最も高いという突発公衆衛生事件だといえます。 武漢市は、全国におけるCOVID-19の予防管理決戦で勝利をした主戦場として、党中央や国務院の強いリーダシップの下（宮本注： こんなところでも政府を礼賛する必要はないと思うのですが）で、湖北省委員会や省政府による具体的な指揮のもと、最も全面的、最も厳格、尤も徹底的な予防管理措置を採ってきました。現時点では、流行の拡大が基本的に遮断され、武漢から市街への道路閉鎖も既に解除されており、全面的かつ詳細な流行データのレビューと修正といった活動に有利な条件が出てきています。確定診断や、死亡などの感染症情報は、全てが速やかに報告され、透明公開、且つありのままに発表されねばなりません。
流行の初期段階では、収容・治療能力が不足し、少数の医療機構では速やかに疾病予防管理情報システムにつなぐことができず、病院では過負荷状態に陥ったこともあって、医療スタッフも治療に追われて、客観的にみると、報告の遅れや見落とし、誤報といった現象が出現してしまいました。『中華人民共和国感染症予防治療法』の第38条第4項「感染症情報は速やかに、正確に公開せねばならない」、『突発公衆衛生事件緊急条例』の第25条第3項「情報は、速やか、正確、包括的に公開せねばならない」、『中華人民共和国統計法実施条例』の第19条「統計データが不完全或いは明確な誤謬がある場合、統計調査対象を法に基づき追加或いは訂正せねばならない」『人口死亡情報登録管理規範（試行版）』の第14条「医療衛生機構はデータ修正システムを構築せねばならない」、第15条「医療衛生機構はデータの比較・検証システムを構築せねばならない」などの規定に基づき、全市の新型コロナウィルス肺炎の確診症例数や確診患者の死亡数を訂正せねばなりません。
